The Competency Alliance approach began in 2001 in the oil and gas sector. BP and Shell collaborated with external learning provider OGCI to create the PetroSkills Alliance.

	Competency Model Certain aspects of training are important, but not unique and can leverage external resources if done well at lower cost. By collaborating together, the industry can create a pool of performance ready professionals, thus reducing the need to poach skilled talent from competitors.
	Solutions An alliance of companies across an industry has greater collective resources and can provide content and curriculum oversight, as well as identifying and engaging subject matter experts and instructors.
