The Competency Alliance approach began in 2001 in the oil and gas sector. BP and Shell collaborated with external learning provider OGCI to create the PetroSkills Alliance.
 | Why? - Certain aspects of training are important, but not unique and can leverage external resources if done well at lower cost.
- By collaborating together, the industry can create a pool of performance ready professionals, thus reducing the need to poach skilled talent from competitors.

 | How? - An alliance of companies across an industry has greater collective resources and can provide content and curriculum oversight, as well as identifying and engaging subject matter experts and instructors.

 | What? - A full spectrum of competency-based training programs and organizational learning & development tools for both technical and operations & maintenance professionals.

Through this Alliance approach, PetroSkills has delivered training to over 500,000 learners in 160 countries.
